Appearance:
–Neon is 5'11 and about 135 pounds
-Neon's race is unknown but his skin color is dark brown
–Neon has light purple eyes with long eyelashes and large eyebrows
-Neon has dark black hair which is in the shape of a medium sized afro (he carries a pick with him at all times)
–Neon's casual wear is a black T–shirt with a purple hoodie over it the hoodie is unzipped so it shows the t-shirt and black jeans with his two silver rings. His sleep wear is simply green sweat pants and no shirt which shows a perfect six-pack and his scrawny arms

Personality:Neon is plain out shy he has Scopophobia which is the phobia were if someone even looks at him he feels like he is going to die he breaks out in a nervous sweat he mumbles when he talks, but if he gets used to you then he acts cooler and calmer he usually spits out stupid puns whenever he can. He also acts like this in battle without the puns he barely ever truly smiles mostly just fake smiles to please whoever he is speaking with.

History:Neon is an orphan he never knew his parents or his younger live he couldn't remember a thing until after the age of 5 and by then he was already traveling the streets until someone had seen something in him and took him in and taught him how to fight in hand to hand combat and how to build weapons by the age of 13 he was already fighting and building weapons until one day a letter came in the mail stating that Beacon Academy wanted him but he refused and another letter came in the mailbox and this time Neon accepted when he came back to tell the shop owner that had raised him the shop and owner were gone as if they never existed but two silver rings were right in front of him. Instead of crying he just out the rings on and went to the air ship that took him to Beacon knowing exactly what the rings did and what the shop owner wanted him to do with them.

Strengths:Neon is great at hand to hand combat due to his scrawny arms and legs he has a special ability that allows him to move at great speeds for a short amount of time.

Weaknesses:Neon is naturally clumsy making him fall at the worst times and sometimes his Scopophobia kicks in which renders him next to useless.

Semblance:Neon's semblance is called simply "Tech" this gives Neon the ability to start up anything technology related to start, give him info or simply make it malfunction
with this he seems almost like a super computer
Weapon:

Name:Silver Touch

Format One:The silver rings Neon wears is the compact form of his weapon which he can activate just by jerking his hand backwards.

Format Two:This form of his rings is called "Silver Touch"  are his most lethal form by jerking his hands back which causes his rings to expand into metal gloves that spread from his fingertips to his shoulders the gloves are almost impenetrable but with enough damage they retract and turn back to ring form to repair themselves. With the gloves activated he can almost catch any sword or Sharpe weapon but with every catch and block his weapon takes damage bullets do a lot of damage but can be deflected with enough timing.

Form Three:Neon hates to use ranged weapons but he put one in anyway when "Silver Touch" is activated there are small holes in the palm of his gloves and if he pushes forward with them then small bullets fire out 10 bullets per glove the reload time is long but the bullets are effective

Weapon History: Sliver Touch was made by Neon and the shop owner that took him in it was originally thought about when he suggested a plain out fist melee weapon but Neon later added the ranged mode after deciding he didn't want to be at a disadvantage and he added the ring mode after a lot of different ideas.

The only thing that I don't like is just the "enhanced speed" you used in describing the first form of your weapon, as it makes it sound like his semblance when he's really just fast.

Change that and it's good by me.
