Quentin is a 5'10 male with wild curly hair. His eyes are almost always bloodshot, showing that he rarely sleeps, and heavy bags over his eyes. His body is lanky, but considerably muscular from past experience of physical work. Normally, he wears a sling for his right arm, which is bandaged up to the point where not a bit of it is able to be seen. His left arm is only covered by a jacket, although a forearm-guard is found there. Similarly, he has knee-pads and leg-guards, although no other armor on his person. In combat, he will usually wear a small mouth-guard, which has shark-teeth detailed on as if they were carved. Other than that, blue jeans, with an open, long black/green coat.
History:
Quentin grew up in an area where dust was gathered and mined, with the simple day to day life such as going to school, home, helping out at the mine, then starting it all over again. One day, during a vicious attack by 'White Fang', Quentin and many other kids were taken. It was due to the special abilities and way that the children could handle the dust. They grew up with it. In Quentin's case, it was known that his 'Semblance' allowed him to effectively manipulate dust in such a unique way that it caught the eye of this angered organization. Due to the defiance of Quentin in attempting to protect younger children from the cruel tests concerning their dust application, a deal was made completely against Quentin's favor. The other children would be released, and he alone would continue the tests. Accepting it with a child's naivety, his friends were only drafted to be workers in the mines once again, only this time against their will. Quentin, on the other hand, was used to try and test how dust could be further used...

After it was deemed that Quentin was no longer in particular necessary for this, he was to be disposed of. Luckily, at this point measures against the operations at the mine were already taking place. The deed he did for those children stayed in their hearts, and he was saved soon after by Hunters and Huntress. A bit too late, as the damage was done, and Quentin was already a pale imitation of his former self. However, during the attempt at rescue and shutting down the organized facility, Quentin showed surprising combat skill and helped saved the life of a Hunter who put himself in harm's way to save the boy. Thus, he was given an option; for the work done on him to be hopefully undone by scientists somewhere private and secluded for his own good, or put them to good use to get back at criminals and monsters.

Quentin didn't go to Beacon because being a 'hero' sounded good.

He just didn't trust that scientists wouldn't split open his arm and find out everything that made the process work. Beacon had free food, a living place, some freedom- and plenty of frustration to vent on. Who wouldn't pick that deal?
Personality:
Quentin has a hard time trusting people due to his 'upbringing', and his social skills are very lacking because of it. However, he is fiercely loyal to people who have gotten his favor, and incredibly dependent once that happens as well, wishing to be close to them and assist them on -all- problems. He can't stand losing people, and being very emotional, it's not rare that one can find him crying or blowing up in response to a situation.
Strength:
Although he wishes to be alone most of the time, he is surprisingly(or perhaps non-surprisingly) good at working with people. He can read other people well enough to assist them during combat, and takes up the role of 'Defender' very easily. No matter how much he may deny it, he's somewhat dependent and easily attached to other people, becoming a very loyal companion in the process.
Weakness:
His loyalty. He may follow someone regardless of whether or not they're wrong, and doesn't always voice his own opinion when it matters if he trusts them enough. Unfortunately, his lack of trust in many people conflicts with this as well, making it confusing who exactly he decides to follow. Combat-wise, when his arm's uses are up and all the dust is gone, it turns into a limp limb, numb and unable to be used(as it normally is.)
Semblance:
Quentin's semblance, as vaguely previously mentioned, is his ability to manipulate the flow of Dust. In detail, this means he's able to manipulate how it's used. In a way, subconsciously controlling the 'flow' and process of activation. Due to this unique skill, he's able to manipulate the dust in his right arm so he can use it again like a regular limb, and more importantly, for combat purposes. While he should be able to sue this to effect dust-dependent attacks towards him, he's usually unable to focus a lot for this.

Primary Form:
When the bandages are removed, Quentin's true right arm is revealed; with dust crystals implanted inside of it. His semblance helps him keep this from spreading around his body, and also using the limb at all. The arm needs to be 'recharged', as when there is no dust cycling inside of it, the limb goes limp and he's unable to use it at all. When it is in use, all of the crystals glow, and the appearance of dust is shown gathering around the limb at will. The limb is naturally stronger than a regular's human upon use. First off, it's able to utilize the dust in the limb to create a vibrant shield, stronger than the usual one made from aura. It is strong enough to take explosive damage to it, but like all shields, can break if enough pressure is put onto it. Secondly, blasts of dust in it's volatile form are able to be channeled and thrown by the limb. They're weaker than the usual effect that the crystallized and natural forms of dust can produce. The third, and currently last ability is the use of impact/motion dust, combined with his attacks to increase the strength of his arm or body temporarily.

It is possible that the abilities he uses can change with different dust being added during his 'charge', but this is his preferred 'load-out'.

History:
I hope the history was enough explanation for where this 'weapon' came from.

Unusual weapon.

I'm not too keen on the White Fang part of your history. White Fang only recently became aggressive, but its certainly possible that they had branches/members who would have done this beforehand.

Approval +1 - The arm will be a thing in the future. Will keep a close eye on that.

Don't worry too much about the White Fang part. Every organisation has some extremists. It's the way people are. It'll do as Koop said.
