How do I submit a character?

Can you have clones?
If you want a cloning ability you can have it. There will be limits on this ability; however, those will be judged on a case by case basis.
Do we need to say that we attempted attacks on other player characters?
"I attempted to attack my teammate in the face" vs. "I punched that guy in the face and sent him flying"
The former is what needs to be done unless you: control the other person you are punching or have the other player's permission to do this. The reason is that the latter does not give the other player an option, they have been punched end of story and that is god modding. Where as the former gives the player the option "do I dodge?" "will I get hit?" "how will I react?"
There are better ways to put it than "I attempted to attack my teammate in the face" and most of those will be learned as you gain experience.
Will only special characters be allowed dust absorbing weapons? What about aura piercing piercing weapons? Vice versa?
These will be judged on a case by case basis.
How many forms can a weapon have?

You may have as many as you can get away with. They do need to make some sort of sense.

Note: You can get away with fewer than you probably think you can.

How do I submit a plot?
To do this you'll go into the plot zone subsection and create a new thread. In the thread you will describe: the setting for the thread and the background, if it's part of the timeline when does it take place. Give a number of how many people you want for the plot.
How do I plot?
After you've got a plot submitted you should know your role. For a plot you are allowed to have your own character involved, additionally you can create NPCs that are restricted to the thread(s) that you have full control of. Your responsibilities for the threads is to keep the thread moving forward towards the end. You create the story and have few restrictions. For an example of how a plot would be run look at Vox in the Autunno plot line.
