Age: 18 years old, born Ninth day of the Fourth month.

Occupation: First Year Student at Beacon

Appearance: Matt stands about 5' 11", weighing in around 170lbs. His shaggy black hair is usually held beneath a black beanie in either his school uniform at Beacon or in his battle attire. Occasionally, he will cut his hair short once it feels to long, but will rarely show it in public. A pin of his symbol is placed in the folded part of the beanie in white. His eyes are green in color, with a scar running about a half an inch beneath them across his nose. His battle attire would consist of a dark grey jacket vest, complete with hood and left open to expose his white sleeveless t-shirt. The interior of the jacket is a black, fur-like material that is visible when open, and runs down to about his knees. Various pockets adorn the front of the jacket. He wears denim jeans, with a black belt that can hold single shells of ammunition around his waist. His belt has a buckle of his symbol in white on a black background. Feet are usually inside a pair of black sneakers, with small metal spikes on the sole of the shoe to traverse or skate on certain terrain.

Very close reference to his battle attire.:

History: Being the oldest son of the Rigel family, Matt had a pretty easy going childhood growing up in Vale. Apartment life wasn't as bad as his parents went on about day to day, usually running down the hallways with his little sister to play with the other local kids. As he grew and became of age to attend school, his adventures would grow with him and his friends; the alleyways around the apartment had become long, narrow hallways of adventure that sprawled to various shops and soon enough other parts of Vale where he was forbidden to travel, but took every opportunity to explore when with his sister or friends. When in school, he always admired the stories of Hunters and Huntresses, occasionally playing out Grimm vs Hunters/Huntresses in the apartment and alley with other kids on his floor. For a while, everything seemed okay; his mother ran a flower shop, and his father was a dock hand that took the occasional trip out of Vale for work.

It wasn't until he was 12 years old, after hounding and begging his parents about sending him to Signal when he was old enough, would things take a sharp turn for the worse.

On the night of his birthday, a nearby Faunus protest had began to spread and get ugly in Vale. With the White Fang propelling and supplying protesters with various means of violence, it didn't take long for the crowds to get unruly, as Matt and his family attended one of his favorite restaurants in the city. With his family unaware of the rowdy crowds, the protesters descended on the block with fire-bombs in hand. Windows being smashed right and left, the rouge members had began causing chaos in the block that refused to serve them. As tensions worsened, he and his family found themselves trapped within the nightmare that had developed. The last parts he could remember was a sudden deafening explosion that rocked the building... a result of an overzealous attack on the Dust shop next door causing the volatile material to explode and damage the surrounding buildings. We're it not for the sacrifices his parents made for them to be safe, Matt would have ended up blind or dead from the stray shrapnel he was exposed to, just barely missing his eyes.

Due to the loss of his parents, Matt and his sister were sent to live with there grandfather soon after. The traumatic experience left more than just a scar for the young boy... Instead of harboring a hatred against the Faunus, he developed a deep fear of them. A lingering paranoia of another attack that could happen as if they'd snap on a dime. His parents raised him in a safe environment, teaching him to never hate those that may be different than him, with his Grandfather continuing those same lessons. With only two weeks before he'd be sent to Signal, his Grandfather would think it would be best for him to attend and really understand that despite the attacks, not all Faunus were like those the night of the protest.

While at Signal, Matt never learned to let go of that uneasiness around Faunus, but it didn't fester into the various Humans that would hate them for their bloodline. Despite the tragic loss of his parents at a young age, he'd learn to move on, the scar being a reminder of the sacrifices made by them for him to be at this Academy. With his Grandfather and little sister to back him up, Matt had developed into a calm, easy-going young adult with his time at Signal, receiving admission to continue his dream as a protector of the people. As a Hunter.    

Personality: Around other Humans, or Faunus that disguise themselves as Human, Matt is a pretty easy going guy. He's able to maintain a cool head, rarely getting angry. He is very humble of his abilities, and quite outgoing. Matt could usually be seen as the mediator among his peers or the glue that kept people together, always making sure that there wasn't any problem between people, and that everyone was included in some way. He was there to have a good time, and to make sure everyone else is, too.

However, around Faunus, Matt gets uneasy. Unable to trust them, he usually keeps conversations brief; hurried in his responses. While he may reach out to a classmate, it is very rare for him to acknowledge a Faunus unless spoken to, or he absolutely has to due to a project or event. It takes him a lot to muster up enough courage to initiate conversation with one, but don't expect him to listen or say much. It is a fear that he acknowledges as a weakness, and continuously tries to work on getting over that mental hurdle.

Strength:

  • Cool, Calm, Collected - "Relax. Everything will be okay!"
    Due to his personality and nature, it takes a lot to rattle this cage! He really knows how to stay cool... Literally, the guy loves the cold! Despite an uneasy feeling around Fauna, Matt is able to stay calm when things might get chaotic. His ability to keep a clear head really shows when needed to fight, able to go with the current and keep his head above water. Nervous might not even be a word in his vocabulary! Keep calm and carry on!
  • There is no 'I' in 'Team' - "Nice shot!"
    No problem playing second fiddle! An assist is just as good as a kill to him, and means that he and his partner are working together! This man loves his humble pie, always bolstering spirits of his teammates when he can.
  • Personal Space - "Mind the gap!"
    Due to his weapon preference and training, Matt excels in close range combat, expertly showing off his prowess with the use of his tonfa, "Perma" and "Frost". When an enemy might be far away, he is always looking for ways to close the gap by either propelling himself forward, or using other ways of closing the space by spreading ice through the use of his shotgun mode.
  • It's the shoes! - "Ice, mud. Not a problem!"
    With the addition of spikes on the soles of his shoes essentially making them cleats, Matt doesn't slide very easily when dealing with terrain, able to maintain a good rate of mobility and speed on the ground, and skate on ice!
  • Icy Veins - "What? Are you really that cold?"
    Because of his Semblance, Matt doesn't get as cold as others unless there is a lot of snow around, and even then, he isn't in layers!
  • Tinker - "So that's how it works..."
    With his time at Signal Academy, Matt has gained a lot of knowledge of do-it-yourself work. The event that changed his life had also inspired him to learn how Dust works, especially when mixed with technology!


Weakness:

  • Procrastination - "Have I started the project? It's due Friday! I'll start it... eventually!"
    Because of him being so go with the flow, Matt has developed a bad habit of waiting until the last minute for important things. Like that 4 page essay due in 10 hours, no pressure!
  • Face Your Fear - "U-uh, that's... okay. I... gotta go."
    Matt has a great wave of uneasiness dealing with those who are obviously showing Faunas, such as ears or tails. He may be easy to fool with smaller details like eyes or scales, but once he realizes it... he may not be as easy going as he used to be!
  • Heat - "Is the AC on? I'm dying here..."
    Due to his Semblance, Matt feels warmth a little sooner than others. Don't expect him to want to explore the desert, or go to the beach without something cold like a few bags of ice! He won't be able to use his Semblance if he's feeling the heat.
  • Dial that Number - "I need to get closer!"
    Because of his arsenal consisting of a pair of tonfa that can turn into a shotgun... Matt knows very well that he won't be able to do anything but pepper something in the distance at 1% accuracy. Expect him to actively try and find a way to get closer, or not do much of anything but play defensively when stuck in a long-range situation.
  • Manipulated - "Twenty bucks? I guess so..."
    Matt is extremely prone to having his good nature taken advantage of, especially when dealing with people he doesn't know very well. His outgoing personality and want to see everyone happy makes him very easy to get what you want as long as you are Human or appear Human, within reason.
  • Spice is Nice - "Can I get extra habanero sauce?"
    Despite him having an affinity for cold, Matt loves spicy food. Even if it does potentially throw his Semblance out of whack! Pass the Sriracha!  



Semblance: Matt's semblance is an affinity for Ice. He can use his aura to create thick, hard sheets of ice to use as armor from his skin, or off his body like a shield. When in contact with his skin, he can last around two-three minutes before suffering tissue damage. When created as a wall, or shield, it hangs around as long as he is able to sustain it. However, once he shifts focus, it rapidly deteriorates in a light mist. Because he had found out his Semblance later than others, Matt can only sustain armors for around two minutes, about the same time he runs risk of getting frostbite. He can sustain things like walls and shields for a maximum of four minutes since they aren't in contact of his skin.

Usage of his Semblance turns his eyes a shade of blue, with steel blue being the maximum extent of his power. He suffers from very painful brain freezes when nearing or reaching his maximum, and also fatigue. He usually has to recharge himself by sleeping warmly, or unhealthy and excessive amounts of Tabasco and Sriracha to get his core thawed out.

WEAPON

Name: "Perma" and "Frost", or "PermaFrost" when together.

Primary Form:  Tonfa - "Perma" and "Frost" exist as a pair of slightly longer, metal tonfa. The alloy used to create them is black in color, and very strong. Through usage, they have not dented, but do show scratches from wear and tear. Where the usual tonfa would extend about three centimeters past the elbow, "Perma" and "Frost" extend about six centimeters due to their secondary form. The handles are grooved like a gun, and the set is deceptively heavy, but Matt has adjusted to the weight of his weapon. He prefers to use them in the Honte-Mochi grip (long part protecting the forearm), or the Gyakute-Mochi grip (long part used to swing or strike an enemy) and is unable to use the reverse grip, Tokushu-Mochi (grips used for combat, long parts held), because of the gun-like grooves. The longer parts of the tonfa is a thick barrel, exposing the gun-form it can take. Thumbs usually rest on the trigger, but Matt cannot use this form of the weapon for projectile attacks. However, he can use the positioning of the barrels to propel his punches faster, or his body slightly in the opposite direction the barrels face.

Secondary Form: Pump Action Double-barrel Shotgun (P.A.D.S) - "Perma" on the left hand connects to "Frost" on the right, forming a bond along the grip and length of the two tonfa. Externally, Matt has to connect the modified handgrip to the two connected barrels. The process usually involves him keeping the handgrip on the left side of his body hanging from his belt, while he lifts the unfinished gun up in his right hand and lets it fall into place. With the modified handgrip secured in his left hand, he prepares the chamber from the unique pump-action one handed by releasing his grip of the handle in his right and letting the track of the handgrip load both chambers from it's ammo supply as he sends the gun down with his left. The handgrip can hold a maximum of 24 shells, 12 for each barrel, and the shotgun needs to be pumped after each shot. After the handgrip has loaded and traveled the track of the barrels, Matt brings the grip back into right hand, using fingers to free the latch that secures the trigger and it's guard.

Because of the uniqueness of his shotgun, Matt also has to create his own ammunition. Blue shotgun shells are used with silver bottoms, and are loosely based on a 10-gauge shotgun shell. The pellets have trace amounts of Dust in tiny ball forms, used to deliver an ice property projectile in close-to-mid range combat. The spread of his shotgun makes it very inaccurate past mid-range. Even in mid-range, the spread from the projectile can still manage to miss if Matt doesn't aim properly. On contact, the small pellets still act like a normal shotgun, but the Dust leaves a little frost in what it comes in contact with. Close range, this can create small patches of ice when used in succession, with four shells needed to create a patch of ice for both feet to stand in.

Tertiary Form: (none)

History: When at Signal, Matt discovered his Semblance toward his final two years. Already adept at the tonfa, and originally having a pistol form, he'd scrap his old pair to create "Perma" and "Frost": two black metal tonfa with the ability to join together and take apart via connecting them with a latch system and the handgrip. Knowingly giving up his ability to fight long range, Matt also had to develop custom shells to use as standard 10-gauge shells were a bit to big for the barrel part of a tonfa. Using a mixture of Dust inside the creation of the pellets for the shell, PermaFrost is able to fire like a standard pump-action shotgun with a slight property of ice in his shotgun mode, making sure his cool and calm presence is felt in either melee, or close-ranged gunfights against the Grimm.
